► I got the property registered in my name in which the house situated. I also applied for transfer of house number from my father post his death with all details and no objection from anyone. But pdo is not transferring house number, giving one or other excuses every time, and also saying the website is not open. What to do? Is it really doable only in specific window of time or is he just delaying the process.

If the property has already been legally registered in your name and you have applied for transfer of the house number after the death of your father by submitting all required documents along with the NOC from the other legal heirs, then the Panchayat authorities are normally bound to process the mutation or transfers in their records.

The transfer of a house number or mutation in local authority records is an administrative procedure meant to update ownership details for taxation and record purposes. 
Once the applicant has submitted the registered documents, the death certificate of previous owner, and NOCs from the legal heirs , the Panchayats Development Officer cannot arbitrary refuse or indefinitely delay the transfer without valid legal reasons.
