Normally:
A case should be filed in CAT within 1 year of the termination order.
Sometimes tribunals may allow delay if there is sufficient reason, but 5 years delay is very long.
Because of this delay, getting reinstatement becomes legally difficult, though not completely impossible.
Situations Where Relief May Still Be Possible
There may still be some chance if:
You were terminated without proper inquiry.
The department violated GDS rules or natural justice.
You were not served proper notice.
There is proof that the termination was illegal or arbitrary.
In such cases, you may still try filing a case with a petition for condonation of delay explaining why you waited so long.
