Can I file a complaint under section 18 of RTI Act and also file appeal 19 of RTI act

You are typically allowed to file a complaint under Section 18 and an appeal under Section 19 of the Right to Information Act. Both sections mean different things. A Section 19 appeal is the right channel to compel the relevant authorities to give you the correct information you seek. A Section 18 complaint is meant solely for seeking punishment of the Public Information Officer for giving wrong or misleading information.
