Based on your legal query, I suggest that you write a formal letter to the Principal or the School Managing Authorities to release the TC and the marksheet within 7 days of such complaint, as it hold important value in a child's career.
If you don't get any response from the School authorities then you can file a complaint with the District Inspector of School or with the board of affiliation of the school mentioning your complaint to direct the authorities to take immediate action on the matter.
