Dear Sir,
The building is considered “unauthorized” and illegal. Authorities can impose penalties, disconnect utilities, or even demolish parts of it .
You have no legal right to occupy until a valid OC is issued.

Your Question Is Incomplete …. Since you have not mentioned about builder, pricing, Location, under Construction ….

No, it is not safe to buy property without OC but you can book your flat in under-construction project and sale deed should be registered and possession be given only after project gets OC.
