The “not locked” status on an e-stamping site means that you have a draft version of your leasing agreement and that the agreement has not been formalised yet. At this point, the document is still editable, and the procedure can be cancelled. Vendors usually keep e-stamp papers of significant value in an unlocked state to let the stakeholders perform text verification and avoid expensive typographical mistakes. That a status showing "Not locked" on the e-stamping portal basically means that the lease agreement has not been executed or registered with the system of Government/ Sub-Registrar and still can be changed or the registration process can be halted for the time being. Since you haven't signed the lease, the agreement is not legally binding, and the Landlord cannot enforce the terms of the agreement on you.
So if the Landlord claims that he has registered the lease documents, kindly verify the lease agreement and see whether your signature section is signed or not. If the signature appears on the lease agreement without your consent or is forged, then you can object to the registration of the lease agreement and file a complaint in the Registrar's office, or you can approach the police with a complaint of fraud

If the lease agreement shows “Not Locked” on the e-stamping portal, it generally means the document has not been fully completed or locked in the system and it can still be edited. By itself, this does not confirm that the lease has been validly executed or registered.
If you have not signed the lease deed, ask for a copy of the registered document and verify whether your signature appears on it. If the document has been registered using a forged signature, or without your consent, you can challenge its validity and file a complaint with the registration authorities and, if necessary, the police for forgery and fraud.
