► I paid hostel fees for accommodation at Dev Samaj College of Education, Chandigarh. I later left MCM and joined another university located far away from Chandigarh, so I could no longer continue staying in the hostel.
The hostel informed me that if I found another student to take/swap my hostel seat, I would be given a refund. I found a student who was willing to take my seat.
However, the student told me that she had already informed Manpreet Ma'am that she wanted a 3-seater room, but her request was denied. When I initially spoke to Manpreet Ma'am, she said she did not know about this and that they asked for 4 seater not 3 seater. Later, she said that the student told her she had seen a message from a girl and had called her, but the girl did not answer(which isn't true manpreet mam lied). This appears inconsistent with what I was initially told.
I had acted on the hostel's assurance and found a replacement, but I have still not received my refund.
My question is: Am I legally entitled to a refund in these circumstances, and what authority should I approach if the hostel refuses to refund my money?
