You must file case if you would be aggrieved by act of any person which is criminal offence, and for that you may file online complaint system.

If you can’t approach police directly
You can send a written complaint by email to the Superintendent of Police, South Goa, and mark a copy to the Director General of Police Goa.
You can also email the National Human Rights Commission (hrcnet@nic.in) or the Women’s Commission (ncw@nic.in) if intimidation continues.
