Money return issue

Contact a lawyer, get issued a legal notice and File suit for recovery with interest, cost and expenses.

If your friend is not returning you the money, then try calling or meeting him in person and ask him to pay the amount immediately. If he still does not repay back the money, you can send a legal notice to him demanding repayment of money in 7-15 days' timeframe. 

If he still does not give the money, you can file a money recovery suit in a civil court asking for compensation.
