Regarding Procedure for after CAW cell counselling if settlement not happened.

On failure of reconciliation, report shall be sent to ACP office and after receiving instruction CAW cell can recommend the case for registration of FIR. As a precaution you and other named family members can apply for anticipatory bail.

The CAW Cell’s job is mediation and inquiry, not immediate arrest or punishment.
Its main purpose is to:

Hear both sides,

Try for compromise or settlement,

Verify if there is a genuine offence before recommending registration of an FIR (First Information Report).

So, on the first day of counseling, no legal action or arrest will happen. It’s mainly a discussion session.
