► Our tenant staying at my Father in law’s house at hometown in Bengal is neither evicting the house nor paying the rents. He is 70 years old and we are staying outside Bengal. Can I sent them legal notice from other state? What is the SOP here?

Yes, you can send a legal notice from another state. Hire a lawyer who can send the notice to the tenant’s address in Bengal, asking him to pay rent and vacate the house. If he does not respond, you will need to file an eviction case in the local court where the property is located. A local lawyer in Bengal can handle the case for you.

Yes, you can send a legal notice to the tenant from another state, even if you are residing outside West Bengal.

You have not mentioned about status of the Original Landlord that's your father in law. He can send Legal Notice and also file Eviction Suit against the erring tenant on the grounds of non payment of rent and Bonafide requirement amongst others. You have no legal authority nor being son in law you does not have any legal capacity to issue notice to tenant for eviction.
