Hi,
No, your brother cannot sell the property.
However, it is better that you file a partition suit aagainst your brother and get the property demarcated as because 50% of the property will be yours. Once demarcation is done, your bother will be able to sell only 50% (his part) of the property which will be demarcated by the court.
