Passport police verification stuck due to linkage documents not available

► Applied for a fresh passport.
During police verification, the officer is asking for paternal grandfather documents. These are not available because father came to India at a very young age.
Father voter ID is under judicial process related to SIR. All applicant documents and mother documents are valid and submitted. Still police verification is not completed.
Documents available:(mine) Aadhaar, PAN, birth certificate, and all school certificates.
Mother documents: voter ID, PAN, Aadhaar, and land document in her name.
Father documents: Aadhaar, PAN, voter ID (under judicial review), expired driving license, and primary school certificate. i am 18 years old.
What should be done now? Can passport be issued without grandfather documents?
