► I am a regular employee of Kurukshetra University (KUK) since 04.11.2019. With KUK's permission, I proceeded on extraordinary leave without pay (EOL) from 10.11.2023 to 23.02.2026, retaining my lien with KUK. KUK issued a No Objection Certificate (NOC) for this purpose, enabling me to join Indian Railways. During my EOL period, I requested and received an NOC from KUK (based on my retained lien) to appear for the HSAS Part 2 examination through Indian Railways. I successfully passed the examination on 16.01.2026.
Thereafter, I resigned from Indian Railways and rejoined KUK on 24.02.2026, cancelling my EOL with effect from that date as verbally suggested by the Joint director T&A. KUK informed my re-joining to the office of the Director General (DG), Treasury & Accounts, Haryana.
Despite this, the DG, Treasury & Accounts has not yet offered me appointment, citing that I appeared for the examination while on EOL. They have written to KUK seeking clarification on why my EOL status was not mentioned in the certificates submitted with my examination form where KUK only mentioned that I am an employee since 04.11.2019 and they have no objection if I applied for the HSAS Part-II. Will I be offered appointment, what should I do if DG not consider me for appointment
