It is believed that transferring from one department to another through the proper channel does not relinquish any service benefits from previous positions. In Indian service law, submission of an application through the official channel, followed by resignation upon joining a new post, is termed as a technical resignation. According to the basic State Pension Rules, mostly typified by Rule 26 of the Central Civil Services (Pension) Rules, 1972, there is no loss of the previous service upon experiencing a technical resignation. This means that in light of this rule, 19 years of your service in Bihar should be clubbed with your service in Jharkhand University for continuity of calculation of pay protection and also terminal pension benefits under the provisions of the Bihar Reorganisation Act, 2000. You need to write a detailed letter to the authorities of SKM University and the Directorate of Higher Education, Jharkhand, enclosing the original NOC and relieving orders from Bihar. If the authorities deny the above benefits incorrectly, then you may have a good chance at winning the writ petition against them under Article 226. I hope this answer helps.
