► Can i submit a complaint to the high court with out a writ petition oa any other form of writs , since the nature of the complaint is relates to a massive public recruitment fraud which i have uncover inside my own department, and i don't want to expose myself as a petitioner due to risk of my safety and career, previously i have submit a complaint to the higher authorities but no action was taken from their side which left me with no other options but to approach the judicial path, i was thinking if a formal confidential letter can be address to the Chief Justice explaining the nature of the complaint and it's impact on the public.
