What laws are broken when someone shares your correspondence address with a third party through a letter asking him to act against you

► My adhaar card address(old address but still reflecting on adhaar), which is different from my current address was shared on a grievance portal while raising a complaint against delivery(scindia post, pun intended)department. The division head of this department has misused this address, has sent a letter to the owner of this address where I stayed earlier and through this letter he has disclosed my current address(which was shared as correspondence address via email), has made it look as if I am using the Onwers address in a wrongly manner, has tried to put fear in the mind of the owner, has cautioned him and has asked him to taken an action against me to save himself from all the future problems that may arise. What are the major laws that have been broken by the delivery department/division and what is the most effective (civil/criminal) remedy to handle this situation where the delivery department has no authority whatsoever. Also, it can be proven that all of this is being done to harass the customer for being determined enough to follow up on the complaint.
