If the person is not returning money, you lent them, you should first send a legal notice demanding repayment. within 7 to 15 days. If the person fails to comply you can file a money recovery suit in civil court. You cannot directly file an FIR for not returning money unless you can show that the person never intended to return the money or cheated you on false promises.
For independent acts of threatening and harassment, you can file a police complaint under Section 351 and 357 of Bharatiya Nyaya Sanhita. This will be different from money recovery suit.
If you have any proof of whatsapp chats evidencing the conversation that he acknowledged taking money from you, payment slips and bank statement, that will support your claim strongly.
