At the next hearing, your counsel can formally request the Hon’ble Court to: “Kindly record the non-appearance of Respondent No. __ despite due service of notice and proceed ex parte.”

Once the Court records that, you can argue the matter on merits, and the final order will bind her even though she never appeared.

As such in case of WRIT law does not prescribe limitation for filing counter or reply. However, you can highlight the issue of non filing of reply and court has every power to close the opportunity of respondent in filing its reply.
