Subsequently, the recruitment rules were revised and the minimum qualification for Panchayat Secretary was enhanced to graduation. In this context, clarification is sought as to whether my next promotion to the post of Panchayat Inspector will be considered on the basis of my original appointment qualification (12th base) or in accordance with the revised qualification criteria.

Your are governed by the service rules which were prevalent at the time of your joining. So your promotion can be considered subject to your seniority.

Your promotion will be governed by the promotion rules in force on the date your promotion is considered—not by the qualification that existed when you were originally appointed.
Your appointment remains valid on 12th qualification
Your promotion will generally be governed by revised rules, i.e., graduation requirement, unless the rules specifically protect or relax eligibility for existing employees.
