► I have completed a degree without registration on time at the time of giving examination I was not registered my self with university in part 1 and part 2 examination there is no registration number on my Admit card and on my 1st year marksheet and my registration/enrollment was done after 2nd year exam, so should I submit such degree in government job I have another valid degree that I am pursuing from central university in different sessions so can omit(my 1st )degree while filling government job firms is it legal jobs

Do NOT use or submit that first degree for any government job.
Yes, you can legally omit it and rely only on your valid degree from the Central University, provided that degree meets the eligibility criteria.
