If the Builder has not registered agreement as per the terms despite taking substantial consideration and if you are sure that the Builder is evading you and the process of property registration and handing over, there are remedies available to you to file consumer complaint in Bandra District Consumer Commission and filing criminal complaint with the local police station under various sections of BNSS. Make sure you have enough evidential material including payment proofs etc.

Before filing any complaint, send a formal legal notice to the builder demanding:
1. Execution and registration of the sale agreement within 15 days,
2. Issuance of all payment receipts
If the builder does not reply to the legal notice, then file a Complaint under RERA.
