Promoter not ready to register and give the land as per agreement

► Promoter and I made agreement to register the Land after 40 months For the rate Rs. 30 Lakhs on 2021. Now after 40 months promoter is saying that land has legal issues, so I can't register and give that land. In return he is giving me two options
1. Along with the Rs.7Lakhs that I paid as installament of 40 months , additional 2 Lakhs he can give me as compensation. Total 9Lakhs
(or)
2. I can register a land in another area In which he's asking me to register at current price which is 10L/Cent, as per agreement we decided 2.7L/cent, so literally i get only 1/5th of land what we made agreement with this option.
I need either same place Land as per agreement. Or with new Layout space atleast in price of 5L/cent.
Is this possible legally . Please suggest your opinion.

Dear Sir,
Send a Legal Notice
Demand any one of the following (in order of priority):
Register same land as per agreement, OR
Register alternative land at fair rate (max ₹5L/cent), OR
Refund complete amount + interest + damages
Give him 15 days.
If he still refuses:
File a suit in civil court for:
Specific Performance
AND / OR
Damages, interest, and injunction to protect your rights
Courts usually favour the buyer in such promoter–customer disputes.
